The Reparation Bond phase is a practical test environment. It is intended to expose and clarify issues raised by the project books: identity, eligibility, liability, governance, financial architecture, audit, regulation, data protection, migration and international institutional design.
IBIS is the intended future international operational authority through which the mature Reparation Bond system would be brought into reality, subject to its final legal personality, powers, governance and regulatory position.
Research, prototype records, supporter participation, discussions, identity-system experience and governance findings are treated as development evidence rather than discarded when the architecture moves internationally.
The international upgrade is intended to preserve legitimate supporter records, identifiers, participation history and recognised interests so that supporters do not lose their development-stage position merely because the institutional structure matures.
Continuity does not mean that a £0 prototype record automatically becomes a funded IBIS debt obligation. Any future funded bond requires the final terms, lawful authority, eligibility/compliance, payment, accounting and register controls.
