Governance and control architecture

The bond system requires controls that prevent a single administrative action from silently changing economic reality. Build 07 therefore separates public verification, coded register administration, audit history and any future financial activation.

Development authority

Reparation Nation Limited develops and tests the prototype architecture, gathers practical evidence and helps identify the institutional requirements for the future system.

Future operational authority

IBIS is the intended future international authority to bring the Reparation Bond system into operational reality, subject to final legal powers, governance, contractual terms and regulatory requirements.

Register authority

The bond register is the controlling technical record for Bond IDs, statuses and lifecycle history. A printed certificate does not supersede the register.

Audit authority

Material actions should create permanent audit events so that changes can later be reconstructed and challenged if necessary.

Financial authority

Future receipt of money, interest calculations and redemption should be reconciled independently from simple website status changes.

Activation authority

A future activation should require satisfaction of legal, compliance, contractual and operational conditions—not a single unchecked button.

Public transparency

Public verification should confirm coded bond facts without exposing private identity or confidential compliance data.

Proposed control principle

No single record should be capable of becoming economically “real” merely because an administrator changes a label. Funding, accounting and legal activation must agree before ACTIVE status exists.
