Anyone may read public material. An RS participant ID is required only when a person wishes to post, reply, join a working group or otherwise participate actively.

Divisions may organise around their own security needs while using common spaces for issues involving shared protection and cooperation.
Participants may use the system without verification. Visible verification ratings indicate confirmed identity factors and do not replace the participant ID.
