IBIS is a development and testing environment. Its proposed constitutional, institutional, financial and governance mechanisms must not be represented as established legal authorities or verified outcomes. IBIS does not claim recognised sovereign-state status, citizenship, diplomatic status, governmental authority or passport-issuing powers.
Published commitments, payments, receipts and independently verified delivery must remain distinguishable. The development programme also seeks documented safeguards against anti-Black racism and institutional racism in decision-making processes.
